At the Meeting of the Sciences and Education Committee

The chairman of the Milli Majlis Sciences and Education Committee Bakhtiyar Aliyev presented a two-point agenda containing second-reading amendments to the Education Law and the Vocational Education Law at the virtual committee meeting held on 22 October.

Once the agenda was adopted, the head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev told the participants about the work done on the Bills following their first readings. He mentioned the MPs having reacted to those favourably and having supported them conceptually.

Bakhtiyar Aliyev gave an overview of both documents in the second reading. He talked about the efforts being made to elevate the quality of the national vocational education system and to expand it to train specialists fit to meet modern pool requirements. He also underlined the importance of commissioning regional vocational education centres. Many currently important education matters are being handled legislatively; the reforms continue. The Bills brought up before the committee members, too, will help raise the quality of vocational training for our youth, ensure the continuity of the tuition process with stronger ties between academic pillars, integrate the national educational system with the European system of credit transfers and make tertiary education more accessible, according to Bakhtiyar Aliyev.

The deputy committee chairman Musa Guliyev and the committee members Tamam Jafarova, Shahin Seyidzade, Eldar Guliyev, Isa Habibbayli, Mushfig Mammadli, Aghiya Nakhchivanli and Kamila Aliyeva put forth their ideas and suggestions concerning the draft sets of amendments. The interlinked packages will introduce such progressive changes as the credit system’s implementation in the sub-baccalaureate system, entitlement of higher vocational education graduates to full secondary education and facilitation of their transfer to sub-baccalaureate being the next academic tier, the MPs were saying.

It was recommended to table both Bills in the second reading at a plenum of the Milli Majlis.

The same parliamentary committee’s other members Ulviya Agayeva, Etibar Aliyev, Afat Hasanova, Rafael Huseynov, Parvin Karimzade and Jeyhun Mammadov as well as other officials took part in the online meeting, too.
