The chairman of the Milli Majlis Committee for Natural Resources, Energy and Ecology Sadig Gurbanov announced as he was opening the committee meeting on 8 February that its agenda contained the Bills with draft amendments to the Gas Distribution Law and the Code of Administrative Offences.

First, the committee chairman tabled the second-reading amendments to the said law, saying that they were intended to avert carbon monoxide poisoning cases and gas explosions, were to the point and mattered in terms of human lives’ protection.

As regards the amendments (in the second reading, again) to the Code of Administrative Offences, they are about violations of the legislative requirements pertaining to gas distribution/supplies and operation of gas equipment and installations. It is proposed to add the new Article 279.0.1-1 on violation of the gas meter and line, chimney, ventilation and blow-through circuit maintenance regulations. Besides, the new edition of Article 542 of the Code envisages fines for failure to observe the requirements of the body of executive authority responsible for supervision and control of gas supplies and distribution.

The deputy chairman of the parliamentary committee Asim Mollazade and its members Mashhur Mammadov and Iltizam Yusifov talked about the importance of the proposed amendments. The MPs voiced their ideas about the practical application of the amendments in the interest of the citizens and about also tightening the control over gas equipment and devices.

Eventually, it was recommended that both Bills be brought before the Milli Majlis in the second reading at the next sitting in plenary.

The MPs Naghif Hamzayev, Anar Mammadov, Aliabbas Salahzade, Fatma Yildirim and Mikhail Zabelin as well as other officials took part in the online meeting, too.
