Chairman of the Milli Majlis Committee for Natural Resources, Energy and Ecology Sadig Gurbanov announced, as he was opening the committee meeting on 17 December, that the agenda consisted of two items.

Item I was about the draft law on ratification of the letter of amendments concerned with the loan agreement AZB-P4 that the Government of the Azerbaijan Republic and the Japan International Co-operation Agency signed on 29 May 2009 in regard to the Provincial Cities Water Supplies and Sewerage Project. It follows from the relevant article of the document that, unless JICA and the borrower agree otherwise, the agreement in question is subject to fulfilment within the period from the last credit funds drawdown date to 30 December 2021, whereupon JICA is not to afford further tranches. Now, the key point of the aforementioned letter of amendments is the extension of the said period.

Item II concerned the joint project of the Ministry of Finance (acting for and on behalf of the Azerbaijan Republic) and KfW to set up the Samur-Yalama National Park within the frameworks of the Ecoregional Conservation Plan for the South Caucasus. The meeting participants were told that the document put before them contained amendments to the finance agreement whereby KfW shall have the right to decline to allocate further funds after 30 December 2026. Whereas the recipient may not suspend settlement payments other than if the recipient at default to honour its obligations to KfW consisting in repayment of the borrowed funds or to prove their purposeful application and in the several other cases provided for in the programme.

Deputy Committee Chairman Asim Mollazade and the members of the Committee Iltizam Yusifov, Anar Mammadov, Afat Hasanova, Nasib Mahamaliyev and Fatma Yildirim talked about public supplies of drinking water, drainage treatment, waste management, processing and destruction of hazardous waste, prevention of drainage dumps in the Caspian Sea and other matters.

It was decided in the end to recommend both presented Bills for being tabled at a plenary sitting of the Milli Majlis.

The MPs Mashhur Mammadov, Naghif Hamzayev, Mikhail Zabelin and Aliabbas Salahzade took part in the committee meeting as well.
