Speaker of the Milli Majlis Sahiba Gafarova and Speaker of the Congress of Deputies of the Kingdom of Spain Francina Armengol made a press statement after the bilateral meeting.

As Speaker Sahiba Gafarova was stressing the outstanding significance of the official visit of the Speaker of the Congress of Deputies of Spain to Azerbaijan, she let it be known that that was the first visit of Speaker of Spanish Parliament to Azerbaijan.

Recalling her official visit to Spain in May last year, Sahiba Gafarova said that that was the first official visit of Speaker of the Milli Majlis to Spain. As she put it, that was a sign of the importance attached to the furtherance of the inter-parliamentary bonds of our countries. The Speaker of the Milli Majlis referred to the recently demonstrably active political dialogue of our countries, saying that it made it possible to discuss the current state and future prospects of the bilateral relations thoroughly.

Speaker Sahiba Gafarova announced that the ties between our parliaments had been discussed at today’s bilateral meeting, and mentioned the parties having emphasised the importance of reciprocal visits of our Members of Parliament as well as of individual delegations.

The Speaker of the Milli Majlis high-lit the immense importance of the co-operation and mutual support in international parliamentary organisations, then bringing up the presence of sound opportunities to continue expanding the links between our parliaments. The visit of Francina Armengol affirms our intention to seize those opportunities.

Speaker of the Congress of Deputies of the Kingdom of Spain Francina Armengol, too, indicated in her press statement that the meeting had seen constructive, hands-on and useful discussions; she added that she as Speaker of the Congress of Deputies of Spain considered it an honour to be in Azerbaijan. She remarked that the visit served the intent to strengthen the relations between the two countries. According to the Congress Speaker, her country wishes to strengthen the values shared by our two countries and the high-level dialogue opportunities further. Parliamentary diplomacy is an important device to employ to enhance mutual understanding and trust of the two countries and to promote regional stability.

Francina Armengol remarked as she was speaking about Spain’s highly laudatory assessment of the progress made in the normalisation between Azerbaijan and Armenia, set into motion following the signing of the accord at the Washington Meeting of 8 August 2025, that, as she hoped, given appropriate conditions this process will culminate with a peace treaty to put an end of the decades-long conflict in the Garabagh Region and to start a new epoch of progress and co-operation.

She also mentioned the clearly expressed and shared will to deepen the bilateral ties between Spain and Azerbaijan. At the meeting, views had also been voiced upon, amongst other matters, the importance of broadening the scope of the existing agreements, for instance, the documents such as the memorandum of understanding in the fields of tourism and education. The Speaker of the Congress of Deputies let it be known that both countries are working together to strengthen the ties between the parliaments. At the same time, our countries are demonstrating a readiness to work on developing green energy.

‘This is my first visit to Azerbaijan. We ought to strengthen our co-operation further. The MPs of both sides are doing a great amount of work to strengthen the ties between the parliaments,’ stressed the Speaker of the Congress of Deputies of Spain.
