Chairman of the Milli Majlis Sciences and Education Committee Bakhtiyar Aliyev began the committee meeting on 19 January by speaking about the 20th of January Tragedy, the Great Leader Heydar Aliyev’s role in our independent history and the successes Azerbaijan had achieved under the guidance of President Ilham Aliyev.

The meeting participants had a minute of silence in the memory of the 20th of January victims. Then, Bakhtiyar Aliyev tabled the three agenda items, those being a 2022 autumn-session performance report, the current session’s work scope and a set of legislative amendments.

The last session of 2022 had seen the parliamentary committee hold 11 meetings to consider 19 matters including draft laws. Besides, they had received and processed 156 applications and had taken steps to ensure their due settlement. As many as 16 citizens had been received. Besides, there had been meetings with members of the Patriotic War shahid families to help them solve their complications.

As for the work plan for the 2023 spring session, it envisages consideration of draft laws coming in by way of legislative initiatives as well as of amendments to current laws, also, processing inbound suggestions and citizens’ applications. It is planned to draw up a Tertiary Education Bill, amongst other things.

Next up, the amendments on the agenda concerned the laws ‘On Lotteries’, ‘On the Electronic Signature and the Electronic Document’, ‘On Hunting’, ‘On the State of Emergency’, ‘On Accountancy’, ‘On Intelligence and Counter-Intelligence’, ‘On the Legal Protection of Data Compendia’, ‘On Protecting and Promoting the Azerbaijani Carpetry Art’, ‘On the Central Bank of the Republic of Azerbaijan’ and ‘On the Judicial and Legal Board’. All the amendments follow the application of the Media Law and are unifying by nature, according to Mr Aliyev. Everywhere in the texts it is proposed to replace the expressions ‘mass media’ and ‘a mass medium’ with the combination ‘media subjects’ and the word ‘media’.

The committee members Isa Habibbayli, Jeyhun Mammadov, Etibar Aliyev and Kamila Aliyeva were heard as to their considerations regarding the agenda items.

The deliberations were capped by the committee endorsing the 2022 autumn-session performance report, approving the 2023 spring-session scope of work and recommending that the above-said set of legislative amendments be tabled for consideration at a Milli Majlis meeting in plenary.

The others present at the committee meeting were Ulviya Agayeva, Tamam Jafarova, Afat Hasanova, Rafael Huseynov, Mushfig Mammadli and Aghiya Nakhchivanli.
