The 26 December meeting of the Milli Majlis’ Labour and Social Policy Committee began by committee chairman Musa Guliyev announcing the only item on its agenda being second-reading amendments to the Retirement Pensions Law.

Mr Guliyev underlined the significance of the Bill before telling of the work done upon it since the first reading. It is about the refunding mechanisms applied to the already-paid pensions and retirement pension mark-ups; the document is composed on the principles of protecting pensioners’ interests and providing them with social protection, as well as justice and humanism, according to Mr Guliyev.

Head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev overviewed the draft, which, he pointed out, had been written up to limit refunding periods pertaining to retirement pension mark-ups, which is going to put in refunding exoneration (a discount) concerning time earlier than the three years past in each given case.

Deputy Minister for Labour and Social Protection Anar Aliyev who was present at the committee meeting said he found the bills sufficiently balanced, fair and citizen-orientated in a most direct manner. Such was the underlying approach, DM Aliyev pointed out. Once made into law, the Bill will mark a positive step taken to meet half-way citizens and pensioners specifically – a step dictated by the concept of a socially-orientated state.

Next, Head of the State-Building, Administrative and Military Legislation Department of the Milli Majlis Staff Samad Sultanov tabled an expert opinion statement regarding the draft law.

Comments and questions came from deputy chair of the committee Malahat Ibrahimghizi and the committee members Ilham Mammadov, Aghil Mammadov, Aziz Alakbarov, Sevinj Huseynova, Arzu Naghiyev, Vugar Bayramov, Rauf Aliyev, Soltan Mammadov and Ziyad Samadzade.

DM Aliyev answered the MPs’ questions, whereupon the committee recommended that the Bill should be brought before the House at a meeting in plenary.
