At the Meeting of the Labour and Social Policy Committee

The Milli Majlis Labour and Social Policy Committee had an online meeting on 7 October.

Having introduced the four-item agenda, the committee chairman Musa Guliyev turned to Item 1 concerning a set of first-reading amendments to the Retirement Pensions Law. Those amendments envisage an expanded application of the unified method of indexing pension rises as well as they do creation of a legal foundation for pension supplements provided to occupational pensioners by the relevant executive authority. Having said that, Mr Guliyev gravitated on the advantages of introducing indexing mechanisms with regards to the pensions paid on special conditions.

Item II was about second-reading amendments to the Labour Code and Musa Guliyev described them as a continuation of the work done to ensure evolution of the human capital in the country. The amendments boil down to legal regulation of improving employees’ professional readiness, having them acquire new skills and upgrading their qualifications.

As for the Item III, which was about another package of second-reading amendments to the same Labour Code, Mr Guliyev said that those had been drawn up by way of an added contribution to the pursuit of the gender equality policy in Azerbaijan. They are going to broaden further women’s labour rights and reduce the hurdles blocking their access to jobs in higher-paid industries. The number of occupations and jobs that women are not allowed to muster and hold will be reduced from the current 674 to 204 whereas those restraints that will still apply to the remaining 204 will solely apply to pregnant women and women who have children younger than one year.

Then Musa Guliyev introduced second-reading amendments to the Law ‘On Perpetuating the Shahid Title and on the Shahid Household Benefits’, saying they had been put together in execution of the presidential decree dated 18 May 2021 that concerns certain measures to be taken to optimise administration of the state compulsory personal insurance class. The amendment to the law’s Article 6 is going to lengthen the lists of sources tapped to finance the shahid families.

Remarks and ideas came from the deputy chair of the Labour and Social Policy Committee Malahat Ibrahimghizi and the committee members Vugar Bayramov, Arzu Naghiyev, Jala Aliyeva, Aghil Mammadov, Rauf Aliyev and Sevinj Huseynova as well as the head of the Social Legislation Department of the Milli Majlis Staff Adil Valiyev.

It was recommended them that all the four Bills should be brought before the plenum of the Milli Majlis.

The MPs Soltan Mammadov and Ilham Mammadov were amongst the others who had connected to the online committee meeting.
